V1.3 - Woodsmen trait doesn't work

As the title says, the Woodsmen trait doesn't work.
I've tested this feature several times, mostly as explorers, but it never negates the movement points of Brush and Forest tiles.

I?ve noticed this too, and I believe it?s due to a conflict with the Explorer?s natural abilities; because they can already negate all terrain movement penalties (besides rivers), traits like Woodsman actually seem to turn their bonus off, like a double negative.

This has happened with all the movement traits when using Explorers, except for Rivermen, which seems to work fine. I?ve also been able to use the traits successfully on non-Explorer units.

I?m not a coder or designer, but it seems like a potentially simple fix? Until then, I?ve just been avoiding using those clans as Explorers or Surveyors.
