That is, most likely, working as intended UNLESS there's another building that grants tiles.

For example, build a settled building (say, Market) near a Neutral-captured building (say, Farm) that's been exhausted. Now, destroy the captured building to reuse the settler.

I'm not sure if this is applied to every kind of "destroy building near another building" or likely to be from Captured buildings (they did not provide borders for me on capture)

I'm uploading a screenshot on what kind of situations this may cause, and a savefile either Before destroying the Farm or in the same turn.
